Arakcadian Council
The Arakcadian Council is the governing body of Arakcadia and the central institution of the Arakcadian Congress. Established in 264 AP as part of the formal founding of Arakcadia as a civic polity, the Council administers law, public works, education, diplomacy, trade regulation, security, records, civic appointments, and relations with Congress-aligned settlements. It is the oldest continuously operating civic institution in the Mediata Savannah and the source of Arakcadia's claim to represent meritocratic governance as a practical system rather than merely a political ideal.
The Council is seated at The Kamatel on the northern bank of the Emerald River. Its deliberations are the primary mechanism through which Arakcadia is governed and through which policy affecting the Arakcadian Congress is made. The Council is led by the First Speaker — currently Madame Elspeth Tremzume — and assisted by the Second Speaker — currently Second Speaker Renna Halwick.
History
Founding
The Arakcadian Council was established in 264 AP, more than two and a half centuries after Arakcadia was first settled as a trade post in 2 AP. The formal founding in 264 AP is treated in Arakcadian civic history as the decisive moment when the city became a polity in the full sense — not merely a community of traders, but a governed entity with collective deliberative authority.
The founders of the Council in 264 AP are commemorated collectively as The Seven Harbour Signatories, who are understood to have formalised the civic agreement that established the council system. Individual among them include Mela Tamsheri, the first presiding councillor, and Councillor Maereth Solivar, one of the early architects of the system.
Development in the Age of Peace and New Age
During the Age of Peace, the Council operated as the governing body of a mid-sized trade city within the cultural sphere of the Xeamian Empire. The destruction of the Xeamian imperial order in the Xeamian-Zawma Conflict left Arakcadia politically reorganised, and the Council's continuity through this upheaval became the basis of Arakcadia's claim to represent the Xeamian civic inheritance in the New Age.
Through the New Age, the Council expanded in scale and function as the Arakcadian Congress grew. Civic offices were professionalised, the system of District Councillors, Senior Civic Officers, and Merit Appointees was formalised, and the Council's relationship with the Congress Assembly was institutionalised as a two-level civic system.
Composition
The Arakcadian Council is composed of three kinds of members:

Selection
District Councillors are elected by citizens on the civic roll of each district. Voting is broad and based on adult citizenship, completion of basic civic education, and good civic standing. It is not formally restricted by wealth, ancestry, sex, or property, though candidates must meet stronger civic qualifications.
Senior Civic Officers rise through the civic service. They are nominated by their offices, reviewed by an appointments board, and confirmed by the Council. They hold office subject to review, retirement, resignation, misconduct, or incapacity.
Merit Appointees are nominated by recognised institutions, guilds, courts, academies, or scholarly bodies and confirmed for fixed terms.
Leadership
First Speaker
The First Speaker is the head of Arakcadia's government. The title reflects the council tradition that leadership proceeds from civic deliberation. The First Speaker is chosen by the Council from among its members and affirmed by the Congress Assembly. The office carries significant diplomatic, ceremonial, and emergency authority, but cannot govern independently of the Council. The current First Speaker is Madame Elspeth Tremzume, who has held office for 47 years.
Second Speaker
The Second Speaker is the deputy presiding officer. The Second Speaker chairs ordinary sessions when the First Speaker is absent, oversees procedural continuity, and may temporarily assume the First Speaker's duties during incapacity or emergency. The current Second Speaker is Second Speaker Renna Halwick.
The High Council
The High Council is a smaller senior committee drawn from the Arakcadian Council and senior civic offices. It handles sensitive, restricted, or urgent business that cannot easily be managed by the full Council in ordinary session, and may act in emergencies, including foreign accord, public order, restricted knowledge, and major military or magical threats. Its emergency directives must later be recorded and reviewed.

The Council administers daily governance through specialised civic offices and bureaus:

Political culture
Arakcadian political culture strongly favours procedure. Petitions, appointments, hearings, warrants, permits, written orders, and office protocols are normal features of government. This gives Arakcadia a reputation for stability, predictability, and lawful process.
The Council also exercises careful control over dangerous knowledge, particularly material relating to advanced magic, unstable artefacts, and sensitive state security. The Office of Archives and Review is the primary instrument of this policy.
