Docklands

The Docklands form the principal harbour district of Arakcadia and the point of contact between the city and the maritime economy of Arakcadia Bay. The area contains piers, warehouses, boat yards, ship services, fishmongers, street vendors, customs offices, taverns, cargo handlers, and ferry terminals. It is the most diverse district in the city and carries the largest transient population of any residential area, reflecting the constant movement of sailors, merchants, dockworkers, travellers, inspectors, and cargo through its streets and waterfront.

The Docklands represent the original function of Arakcadia: the city grew from a shipping and trade post at the eastern point of Arakcadia Bay, and the harbour economy remains fundamental to the city's wealth, character, and daily operation. Ships arrive from across Arakcadia Bay and beyond — from Port Wolifer, Northpoint Dock and the Aywin Islands within the bay, from Droshdech across the Iridium Channel, and from other coastal destinations — and the Docklands is where their cargoes are received, assessed, stored, and distributed.

Function and economy

Harbour and shipping

The Docklands' primary function is the operation of Arakcadia's harbour. The Harbour and Bay Office — one of the major civic offices of the Arakcadian Council — administers docks, ships, ferries, customs, bay navigation, and harbour safety from premises in or adjacent to the Docklands. The Office regulates arrivals and departures, collects harbour dues, inspects cargo, and manages the customs process for goods entering and leaving the city by sea.

Ships using the Arakcadian harbour carry a wide variety of cargo: grain, fish, livestock, textiles, timber, metal goods, maps, books, luxury items, imported spices, and manufactured goods from across the bay and from more distant maritime routes. Trade with Droshdech, western bay settlements, northern coastal communities, and island groups contributes to the Docklands' economic diversity.

Services and trades

The Docklands supports a full ecosystem of maritime services: ship repair and maintenance yards, chandlers selling ship supplies, rope-makers, sail-repairers, boat-builders, warehouse operators, insurance brokers, and cargo agents. The district's taverns and inns cater to sailors on shore leave, travellers in transit, and dockside workers. Many of these establishments are open continuously to accommodate the shift patterns of harbour work.

Fish market

The Docklands contains Arakcadia's principal fish market, where the day's catch from bay fishing vessels is sold to merchants, tavern kitchens, private households, and institutional buyers. Lanternfish — a small bay fish with a natural glow that fades after death — is one of the more distinctive items of the Docklands fish trade and a source of Arakcadian cuisine, especially in the form of dockside lanternfish skewers.

Bay-salt pearls, produced through the evaporation of bay water, are also traded through the Docklands and used in both cooking and temple offerings.

Society

The Docklands is the most cosmopolitan district in Arakcadia. Its resident population includes Arakcadian dock families, maritime workers, fish traders, warehouse staff, customs officials, and tavern keepers. Its transient population includes sailors, merchants, and travellers from across Canaan and beyond. Half-orcs are a particularly visible part of dock and harbour life; elves, halflings, and dwarves are present in recognisable numbers, often in roles associated with navigation, ledger-keeping, ship maintenance, and provisioning.

The district is monitored by Harbour and Bay Office officials and civic peace officers, though its size, the complexity of its waterfront access points, and the high volume of strangers passing through make it one of the more difficult areas of the city to police comprehensively. The Docklands' proximity to Blackwine Alley — and the natural connection between illicit goods movement and a working harbour — contributes to the challenges faced by civic authorities in the area.
