Highriver District
The Highriver District is one of Arakcadia's most important political and diplomatic precincts, situated on the northern bank of the Emerald River in the heart of the city's institutional core. The Highriver District is distinct from but adjacent to the The Kamatel civic precinct, which houses the seat of government proper. While the Kamatel is the centre of formal authority, the Highriver District is where much of the practical work of governance and diplomacy takes place: where Council officials maintain their working offices, where foreign envoys reside and negotiate, and where petitioners seeking government attention are directed before gaining Kamatel access.

The Highriver District is the principal location of foreign embassies and diplomatic residences in Arakcadia. Envoys from the Zilaphelian Kingdom, Droshdech, the Veurim Empire, and other recognised external powers maintain formal establishments here. The Office of Foreign Accord — responsible for Arakcadia's diplomatic relations — operates from the Highriver District, as does the Office of Congress Affairs, which manages communication with member settlements of the Arakcadian Congress.
Council offices
Many of the civic offices and bureaus associated with the Arakcadian Council maintain their working premises in the Highriver District. Senior Civic Officers and their staff work from offices here rather than from the The Kamatel itself, which is reserved for formal sessions and the most senior functions. Citizens and visitors seeking to raise official matters with the Council are typically directed to the appropriate office in the Highriver District.
Elite residences and formal venues
The district also contains elite residential properties for senior officials, wealthy merchants with diplomatic connections, and long-term foreign residents of high status. Its residents are civic officers, diplomats, senior staff, legal professionals, translators, established merchants, and the households of the Arakcadian governing class. Social life is more formal and less public than the south bank; the district does not have entertainment venues comparable to The Muses or Blackwine Alley, and its taverns and dining establishments cater to professional and diplomatic rather than general entertainment purposes.
The district is among the safest and most heavily monitored in the city. Civic peace officers maintain visible patrols, and embassy security adds further layers of protection in sensitive zones.
