Arakcadian Congress

The Arakcadian Congress is a civic commonwealth of allied towns, cities, and protected settlements across the Mediata Savannah, the central and southern region of Canaan. Its roots lie in the Age of Peace, but it rose to become the successor political order to the former Xeamian Empire in the New Age, after the empire's destruction in the Xeamian-Zawma Conflict. The Congress is the dominant political power of the Mediata Savannah and one of three major nations on the continent of Canaan, alongside the Zilaphelian Kingdom to the north and the Veurim Empire to the southwest.
The Congress is permanently seated at Arakcadia, the great city-state at the eastern point of Arakcadia Bay, which serves as its capital, largest member settlement, chief harbour, and administrative centre. The Congress is not a monarchy, an empire, or a single unified city-state: it is a confederation of settlements that cooperate under Arakcadian leadership on shared matters of diplomacy, trade, roads, bay navigation, education, defence, and official records, while member settlements retain their own internal governance.
The Congress's founding ideal, inherited from the Xeamian tradition and elaborated by its own civic thinkers, is that peace, freedom, and knowledge should be accessible to all citizens, and that authority should arise from demonstrated merit and public service rather than from hereditary right or military force. In practice, this produces a political culture notable for its institutional caution, procedural depth, diplomatic preference for negotiation, and an occasionally paternalistic approach to managing knowledge that it judges dangerous.
Origins
The Arakcadian Congress traces its formal founding to 264 AP, when the Arakcadian Council was established in the then-small trade post of Arakcadia during the Age of Peace. The original settlement had been established even earlier, in 2 AP, as a shipping and trade post at the eastern point of Arakcadia Bay.
During the Age of Peace, Arakcadia fell within the cultural sphere of the Xeamian Empire, whose ideals of freedom and self-thinking gave the later Congress many of its defining political values. The Xeamian-Zawma Conflict (459–463 AP) destroyed the Xeamian Empire, and the reorganisation of the Mediata Savannah around Arakcadia produced the Congress as the region's new governing body in the New Age. The Congress is therefore the institutional heir of Xeamian political culture, as the Zilaphelian Kingdom is the institutional heir of Zawman culture.
Member settlements
The Congress is composed of the many towns and cities of the Mediata Savannah that have formally affiliated with Arakcadia. Member settlements are described in civic documents as "allies" or "sub-towns" of Arakcadia, reflecting their voluntary integration into the Congress system rather than conquest. Most major settlements of the Mediata Savannah belong to the Congress, though some frontier communities are only loosely affiliated.

Komordia is an unusual case. It is treated as a member of the Congress in practice and is generally counted among its settlements, but its standing has never been fully regularised, and a number of the arrangements that bind other members do not apply to it in the usual way. Komordia kept its bridge to the Veurim town of Krurrozgrekh open after the Congress blocked the Bronze Track crossing; it does not submit its records or teaching to Arakcadia's Office of Archives and Review; it conducts its own western coastal trade, including with Droshdech, in exchange for reduced or no levies; and its delegate to the Congress Assembly sits without a vote.
Not every Congress-aligned settlement is a member. Independent allies such as Lyikdia, the frontier town at the southern end of the Bronze Track, are formally allied with the Congress and take part in shared trade, diplomatic, and road arrangements coordinated by Arakcadia, but they are not part of the Congress itself: they keep their own laws and guard, pay no Congress levies, and send no delegates to the Congress Assembly.
Member towns contribute civic levies toward shared roads, schools, archives, harbour systems, patrols, and emergency defence. They also send delegates to Congress sessions in Arakcadia, represented through the Congress Assembly.
Government structure
The Congress operates through a two-level civic system. Arakcadia proper is administered by the Arakcadian Council, led by the First Speaker. The broader Congress is coordinated through the Congress Assembly, which brings delegates from member settlements.
The First Speaker is the head of Arakcadian and Congress government. The current First Speaker is Madame Elspeth Tremzume, who has held office for 47 years. The title reflects the civic tradition that leadership should arise from council deliberation rather than personal sovereignty.
The Arakcadian Council is the governing body of the capital city and the Congress's chief institutional authority. Decisions of significant scope affecting the broader Congress are coordinated through both the Council and the Congress Assembly. Sensitive or urgent matters are handled by the High Council, a smaller senior committee empowered to act in emergencies.

Political ideology
The Congress's founding values are peace, education, freedom, and meritocratic civic governance. Authority is understood to derive from demonstrated competence, public service, and civic learning rather than from hereditary status or military force. The Congress is explicitly presented as a contrast to the monarchy of the Zilaphelian Kingdom and the dictatorship of the Veurim Empire.
In practice, the Congress's commitment to these values is accompanied by institutional caution, particularly around potentially dangerous knowledge and the memory of the Millenia of Darkness. Arakcadia's Office of Archives and Review exercises careful control over dangerous historical records, restricted magical texts, and other sensitive material. This is understood within the Congress as responsible stewardship, though it has produced criticism from those who regard it as censorship of genuine historical record.
Foreign relations
The Congress is allied with the Zilaphelian Kingdom to the north. The relationship is productive but asymmetric: Zilaphela is larger and wealthier, and exercises some influence over Arakcadia, while Arakcadia provides trade infrastructure, civic expertise, and diplomatic services that the Kingdom values.
The Congress maintains friendly trade relations with Droshdech, the independent island nation off the western coast, though the two are not formally allied. It also holds a protective relationship with the Aywin Islands in Arakcadia Bay.
The Congress regards the Veurim Empire with official caution and discourages travel toward Veurim territory. It has taken the specific step of blocking the Bronze Track bypass road at the Veurim River crossing, physically restricting overland access between the Empire and the central savannah.
Magic
The Congress shares the wider Canaanese caution toward magic. Arakcadian public institutions teach that uncontrolled magic caused the Millenia of Darkness, and magic is not spoken of in civic circles as an active practice. The current First Speaker, Madame Tremzume, is rumoured to be one of the last wizards in the world, though she is said to have renounced all wizarding practice many centuries ago. The Congress restricts the teaching, use, and documentation of practical magic, treating this as civic responsibility rather than ideology.
Religion
Uinheit is the dominant faith of the Congress and the Mediata Savannah. The Congress formally recognises Mahanity and Iride as practiced by significant communities within its territory. All three traditions maintain temple presence in Arakcadia itself. The Congress does not formally endorse any deity or ban any religion in the manner of the Zilaphelian Kingdom, consistent with its pluralistic civic values.
